President Obama landed in New York City Tuesday, en route to the United Nations General Assembly.
Before arriving in New York, the President made a brief statement from the south lawn of the White House confirming that he ordered airstrikes against the Islamic State of Iraq and Syria (ISIS).
As the President was coming off Marine One and receiving a salute from two United States Marines, he used a coffee cup to return the salute as shown on the White House Instagram page.

The section that describes “Procedures for Saluting” in a United States Marine Corps handbook for Customs and Courtesies explicitly states:
In some situations, the salute is not appropriate. In general, do not salute when:
Engaged in routine work when a salute would interfere.
Indoors, except when under arms.
Carrying articles with both hands or being otherwise so occupied as to make saluting impractical.
The rendition of the salute is obviously inappropriate, such as in places of public assemblage such as theaters or churches, and in public conveyances.
