According to WABC out of New York, 23-year-old Santiago Hernandez was set to meet a friend when the police came by and asked him what he was doing.
The officers claimed to be investigating a noise complaint and began to search Hernandez.
“I turned around and put my hands up,” Hernandez said to WABC.
When the search was over and the officers hadn’t found anything, Hernandez asked the officers why they were searching him.
As soon as he did, he says, one of the officers reached for his arms and began to slap the cuffs on him.
“I’m like, ‘Miss what are you doing? You’re hurting my arm,'” Hernandez said.
Just a few minutes later, it can be seen from the surveillance footage that as many as half a dozen officers showed up to join in. Hernandez said he was punched, kicked, hit with batons, and sprayed with pepper spray.
“They was taking turns on me. One kicks me, he steps back. Another one comes to punch me and he steps back. And another one comes and grabs my arm and hits me like 10 times with the baton. Another one comes and pepper sprayed me, they were taking turns like a gang,” Hernandez said.
In the video, Hernandez shows bruises all over his body as the officers continued to beat on him.

Hernandez and his lawyers are going to be filing a complaint.
