At the request of several members of Congress, the Government Accountability Office (GAO) released a report detailing the amount of taxpayer dollars being used to fund organizations that perform abortions. Planned Parenthood stood at the top of the list, receiving $1.5 billion in taxpayer dollars through federal and state funding.
Overall, the report found that six organizations which provide abortions received taxpayer funding, including Planned Parenthood Federation of America, the Population Council, International Planned Parenthood Federation, the Guttmacher Institute, Advocates for Youth, and the Sexuality Information and Education Council of the United States. These six organizations received $481 million in federal dollars during fiscal years 2010-2012, as well as $1.2 billion in programs that require combined federal and state funding (primarily Medicaid). Planned Parenthood Federation of America received the lion’s share of funding, averaging $500 million per year in public funding over the three year period.
Regarding the findings of the GAO report, Congresswoman Diane Black, R-Tenn., stated:
This report confirms what we suspected all along: hard-earned taxpayer dollars continue to be used to promote abortions. The GAO study found that Planned Parenthood Federation of America alone – the nation’s largest abortion provider – spent about $1.5 billion in combined federal and state funding during this reporting period. This is shameful and we have a responsibility to stop it. As a nurse for more than 40 years, I know that abortion is not health care….
It is a sad irony that this study would be released at a time when Senate Democrats are working against human trafficking and Medicare bills that continue the longstanding Hyde Amendment aimed at prohibiting federal funding of abortions. As the GAO report clearly shows, this amendment alone does not fully prevent the federal funding of abortion providers and promoters.
Senate Majority Leader Mitch McConnell, R-Ky., has vowed there will be no vote on attorney general nominee Loretta Lynch until Democrats stop blocking the human trafficking bill.

The GAO report went on to detail that 21 million individuals received comprehensive health care services through approximately 7,000 federally qualified health centers which do not provide abortions. These centers are located primarily in urban and rural areas to serve vulnerable populations.
Rep. Black and Senator David Vitter, R-La., both of whom are among the 60 members of Congress who requested the GAO report nearly a year-and-half-ago, have authored the Title X Abortion Provider Prohibition Act to prevent any future federal dollars from being used to fund organizations that provide abortions. The bill has 143 co-sponsors. Black said, regarding this legislation:
Planned Parenthood and organizations like it that profit off the destruction of innocent life do not deserve one more dime from American taxpayers. I have been proud to lead the charge against the funding of the big-abortion industry…
Sen. Vitter stated:
Taxpayer funding should in no way support abortions. But when we hand out funding to groups like Planned Parenthood, we know exactly where it’s going – they proudly admit that the majority of their pregnancy-related resources go toward abortions. We can’t let this federal support come at the expense of millions of unborn children.
