The White House rewrote crucial sections of an Interior Department report to suggest an independent group of scientists and engineers supported a six-month ban on offshore oil drilling, the Interior inspector general says in a new report.
In the wee hours of the morning of May 27, a staff member to White House energy adviser Carol Browner sent two edited versions of the department report’s executive summary back to Interior. The language had been changed to insinuate the seven-member panel of outside experts – who reviewed a draft of various safety recommendations – endorsed the moratorium, according to the IG report obtained by POLITICO.
“The White House edit of the original DOI draft executive summary led to the implication that the moratorium recommendation had been peer-reviewed by the experts,” the IG report states, without judgment on whether the change was an intentional attempt to mislead the public.
The six-month ban on offshore drilling installed in the wake of the Gulf of Mexico oil spill became a major political issue over the summer, as Gulf State lawmakers and industry groups charged the White House with unfairly threatening thousands of jobs. House Republicans have said they plan on investigating the circumstances surrounding the moratorium when they take power next year.

The end justified the means. The ban was enacted and any oversight now is too late.
When Franklin Delano Roosevelt forced the cotton farmer to plow up a measured portion of his planted cotton we embarked on prosperity through scarcity. This was and is the New Deal. The premise was that the Lord had blessed us with overabundance which flooded the market and depressed prices, resulting in cotton dropping to five cents a pound. Naturally, if there is less cotton on the market the price per pound will increase. This was and is government induced inflation at work. What does that have to do with this column? Plenty. It is the concept that produced the moratorium on drilling. It has been activated over a number of years by various means and excuses, none of them able to pass close inspection and all of them favoring our foreign competitors. The latest is deep water drilling on the bogus assumption that the technology is faulty. It is not but the implementation of that technology has been shortcircuted. There is little question that shortcuts are risky and there is little doubt that government policy has led to shortcuts. The problem is not the risks but the government. The moratorium was engineered for and by the political process.
We are still on the premise that we can prosper through scarcity because inflation, which is the result, moves more cash which has less value.
We use the watt to measure electric power. According to Ohm's law, electric power consists of two parts, volts and amps. By multiplying volts by amps we have watts. In other words 10 volts at 10 amps equals a hundred watts and 100 volts at 1 amp = 100 watts, which is the same amount of power. Inflation changes the value of the dollar so that it does not measure up to its power rating. At some point we are priced out of the market and jobs disappear. Since the stimulus packages are instruments of inflation they have to do away with job potential.
This drilling moratorium was premeditated and looking for justification. It is not the result of the oil spill. To solve the problem we must correct the political premise.
